The Procurement Policy, adopted by the Petersburg Redevelopment and Housing Authority (PRHA) in connection with its purchase of goods, services, insurance or construction from individual companies, is intended to ensure that PRHA will obtain a high standard of services and goods at practical prices, that all procurement procedures will be conducted in a fair and impartial manner with avoidance of any indecency or appearance thereof, and that the business of PRHA will be accessible to all qualified vendors. This police further reflects PRHA’s intent to make certain that no offer will be randomly or by chance disqualified and that full and open competition is consistent with the standards of 24 CFR ‘85.36, PRHA’s Annual Contributions Contract with the United States Department of Housing and Urban Development (“HUD”), and the applicable provisions of the 1950 Code of Virginia, as amended, will be sought to the highest extent possible. To ensure PRHA is not partial to any particular vendor, it is our intent to make certain that precise rules pertaining to our contracts are written clearly before all competition and that specifications will reflect PRHA’s procurement needs.
