The Housing Choice Voucher Program (also known as Section 8) provides rental assistance to qualified families who are seeking quality, affordable housing in the private rental market throughout the City of Petersburg. Through the Housing Choice Voucher Program, families can secure housing that is inspected by PRHA in the neighborhood of their choice. Petersburg Redevelopment & Housing Authority continually develops partnerships with landlords to provide quality housing to HCVP participants.

What are EHV?

To assist individuals and families who are currently experiencing homelessness; including unaccompanied youth 18-24; fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking.

Am I eligible for EHV?

To be eligible for an EHV, an individual or family must meet one of following eligibility categories:

  • Homeless according to the Department of Housing and Urban Development definition of Homelessness (see definition below)
  • Homeless Unaccompanied youth 18-24 according to the Department of Education Definition of Homelessness (see definition below)
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking

You MUST the following definition to be eligible for the EHV voucher.

Definitions:

*(1) Individual or family who lacks a fixed, regular, and adequate nighttime residence, meaning:

  • Has a primary nighttime residence that is a public or private place not meant for human habitation;
  • Is living in a publicly or privately-operated shelter designated to provide temporary living arrangements (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state and local government programs); or
  • Is exiting an institution where (s)he has resided for 90 days or less and who resided in an emergency shelter or place not meant for human habitation immediately before entering that institution

** Unaccompanied youth under 25 years of age, or families with children and youth, who do not otherwise qualify as homeless under this definition, but who:

  • Are defined as homeless under the other listed federal statutes;
  • Have not had a lease, ownership interest, or occupancy agreement in permanent housing during the 60 days prior to the homeless assistance application
  • Have experienced persistent instability as measured by two moves or more during the preceding 60 days:
  • Can be expected to continue in such status for an extended period of time due to special needs or barriers

PRHA Administrative Plan

The Administrative Plan establishes policies for the administration of PRHA’s Housing Choice Voucher (HCV) Program according to HUD regulations and guidelines. The HCVP Administrative Plan clarifies the requirements of the Program and ensures compliance.

HCVP Participants

To Prospective Housing Choice Voucher Program Participants:

Petersburg Redevelopment & Housing Authority provides financial assistance to eligible families who meet the requirements to participate in the Housing Choice Voucher Program. This program provides these eligible families financial assistance that can be used for paying rent and utilities. Participants are able to seek safe, decent and affordable housing of their choice such as a house, townhouse or an apartment in the private sector.

During the application process, PRHA will collect information on family income, assets and family composition (family size, special needs, etc.). PRHA will verify information given by the family with the appropriate agency, employers and banks and will use the information to determine program eligibility and the amount of rental assistance given.

If PRHA determines that a family is eligible, the Housing Authority will put that family’s name on a waiting list due to high interest in the program. Once a family’s name is reached on the waiting list, PRHA will contact them and a Housing Choice Voucher will be issued.

If you are interested in porting your voucher to our jurisdiction you must first contact your current administrator of your housing choice voucher and inform them you would like to have your voucher ported to Petersburg Redevelopment and Housing Authority. Mail documents to PRHA 128 S. Sycamore St.

Landlords

As a participating landlord, you are providing an opportunity for a participating family of your choice, who is in the HCVP program, an opportunity to become more self-sufficient, while receiving guaranteed rent! PRHA creates dynamic partnerships with landlords like you, our residents, community stakeholders and our entire community at large to ensure we continue to be the catalyst for quality affordable housing and community revitalization.

As a landlord participating in the Housing Choice Voucher Program, you receive:

Timely customer service from PRHA Staff

  • Good clients. PRHA conducts criminal history background checks on all potential Housing Choice clients. Landlords are able to develop their own selection criteria, as well. A participating landlord is not required to rent to a family that does not meet all eligibility requirements.
  • Low Vacancy Rates. Because clients are looking for quality affordable housing, a Housing Choice landlord may not frequently have a vacant property.
  • Direct Deposit. All Housing Assistance Payments (HAP) are Direct Deposit to ensure that your payment is made to your bank account timely.

If you decide to participate in the program, landlords should be prepared to furnish proof of legal ownership of any units(s) that are offered under the program. (This is a requirement of the U.S. Department of Housing and Urban Development – Virginia HUD office).
